Although the measures recommended here are modest and fall a good way short of what the HKJA and its supporters in the Legislative Council would like, there is a real chance of Chinese objections. They are likely to doubt our motives for taking action and will probably see this as more evidence to support their conspiracy theory about British intentions. Chinese concerns about the Bill of Rights Ordinance are well known and they are likely to repeat them in the present context. However, Chinese concerns and objections would be considerably more pronounced were we to take the FOI Ordinance route now.

Implementation of the proposals will generate some additional workload for Government but this will be absorbed from within existing

resources.
