The Prime Minister has asked me to thank you for your letter of 21 January and for bringing to his attention the recent Article XIX publication: "Urgent Business: Hong Kong, Freedom of Expression and 1997".

The Prime Minister attaches importance to the full implementation of the Joint Declaration including its provisions on freedom of speech and of the press, and has noted the issues you raised. I understand that Mr. Goodlad, the Minister of State in the Foreign and Commonwealth Office with responsibility for Hong Kong, has already sent you a detailed response.
