The arguments in para 2.3 that particular ordinances need amendment to ensure conformity with the ICCPR look persuasive, but as I am unfamiliar with the details of the legislation I am not well placed to comment. However, the case made out for review of the Emergency Regulations Ordinance (see also para 4.1) seems particularly strong. This is not a subject on which I recall having been consulted, or having seen any comment from HKG. Are you aware of any recent consideration having been given to these powers?
