HONG KONG,

Dear Mr Leung,

ARTICLE XIX REPORT ON FREEDOM OF EXPRESSION IN HONG KONG

17

Article XIX

1.

The above report (para 4.1) refers particularly to the Emergency Regulations Ordinance as one law which should be heavily revised in order to avoid potential conflict with the Bill of Rights. I imagine this Ordinance is already one of the principal objects of the current review of legislation with human rights implications. I wonder if you could just confirm this, so that I can respond to an enquiry from our legal advisers on the point. If you have a list of

the legislation currently under review to hand, a copy of that would also be very useful, for future reference.

2.

Many thanks for your help.
