Meanwhile, to address the concerns of the HKJA, we recommend that as a first step, branches and departments should be directed, as a standard administrative practice, to make arrangements to allow individuals access to their personal data. The principle should be that where the information is provided by an individual, he should be allowed to check the information and to request corrections if necessary. This does not mean that access should necessarily be granted to the files on which the information is recorded.

Information on Government structure and division of responsibilities

Another concern expressed is the right of the public to know how Government operates. Information on the organisation and structure of Government, the policy formulation process and the general division of responsibilities is already available to the public in various documents, including the Hong Kong Annual Report, the Hong Kong Fact Sheets and the annual reports published by departments. In our view, the problem lies not so much in the information not being available to the public as in the way it is being made available.
