1. Thank you for copying to me Ms Chiu's letter of/26 March on the above subject, in response to yours of 23 March. I assume your letter was based on my minute on the Article XIX report, but do not recall having seen it in draft. Grateful if you would send me a copy.

2. It is strange that, although Ms Chiu states in her letter that HKG is examining whether there is a need to amend the Emergency Regulations Ordinance, this Ordinance does not feature in the list of legislation currently under review attached to her letter. You might like to seek clarification. It would be interesting to know a little more about HKG's current thinking on this subject (ie. where they see possible BOR or other problems and what sort of amendments are being considered.)
