Section 33

Section 33 should be deleted.
There
material to be submitted
to the BA on demand
should be no censorship of television
programmes.
Section 35

the BA's power to prohibit
programmes.
Control should be exercised after a
programme has been broadcast. No
programmes should be censored or banned.
We consider there should be
reserve powers for the
Government to prevent the
broadcast of certain programmes
and to impose penalties in cases
of contravention by the
licensees.
Section 33 and 35 would be
repealed.
We have put forward proposals to
amend the sections to enable the
Government to seek a court order
to prevent the broadcaster from
showing a programme which is
likely to incite hatred, provoke
defiance of law and order, or to
gravely damage public health and
morals. If the broadcaster
disobeys the order, the
sanctions would be those for
disobeying the court order.
