Problem
1. Chinese dissident expelled from China to Hong Kong has
generated considerable publicity for his case to be allowed to
return to China. Hong Kong Government under pressure to help
him.
Recommendation
2.
I recommend that Hong Kong speak to the NCNA, and Peking
take parallel action with the MFA, to encourage the Chinese
authorities to take Han back.
Background
3.
Hong Kong telno 1340 gives the background. It is not clear whether the authorities in Guangdong sought Peking's approval
before expelling Han, or whether this was a local initiative.
But it may be that the Chinese authorities will realise that to
leave Han in Hong Kong, supported by UDHK and other human rights
activists, would be more trouble to them than accepting him
back.
