Ministers have approved the recommendation that you should speak to the NCNA, and (subject to Peking's views) that the Embassy should speak to MFA, on the lines of paras 2 and 4 of our telno 759, but omitting the reference to the use of Hong Kong as a ''base for subversion''

2. On para 3 of your TUR, our departmental legal adviser has pointed out that the Universal Declaration of Human Rights was adopted by General Assembly Resolution and is non/non-binding. There is therefore no obligation on member states to act in accordance with it. But we do not think that that precludes the use of Article 13 para 1 of the Universal Declaration as supporting argument in presenting the case for China to accept Han back.
