1. We agree that this is bad news. The Chinese would, as you

be quick to seize on any stunt of this kind by Han as an excuse for a further protest. It could then blow up into a distracting issue at the New York meeting.

We wonder whether it would be worth ensuring that a firm message got back to Han (perhaps through Munro) that you hoped that he would do nothing to embarrass the Hong Kong Government given all the help that he is receiving in Hong Kong. It is not clear from TUR that Munro intended to pass on such a message in the light of HKG's discussion with him.
