1. Thank you for your letter of 22 March. Human Rights Policy Unit (HRPU) are replying formally: I asked them to fax you their letter yesterday.

In brief, they are confirming that Hong Kong can definitely have one place on the UK delegation to the WCHR. It seems that pressure of space will not permit two Hong Kong members. There also seem to be wider political reasons for not wanting a large HK contingent, which they will no doubt be explaining.
3. I hope this will solve your immediate problems. of course, there is nothing to stop a second person from Hong Kong being in Vienna during the WCHR, to provide advice if necessary: but it looks as if they will not be able to be part of the UK "team".
