UN Human Rights Conference in Vienna:

I attach a letter I have received from Christine Loh about this conference which is due to take place (very soon) in Vienna.
As Christine explains in her letter, she is keen to go to this conference, together with Margaret Ng, Gladys Li and Nihal Jayawickrama (the latter I have not previously heard of).
As I understand it, either one can attend the conference as part of a national delegation or through sponsorship by an NGO. Christine told me on the phone that the latter option is difficult at this late stage.
Perlips you could let me know if it is true as the Swiss Consul General here has told Christine - that she could participate with her colleagues as part of the British delegation, but without being obliged to articulate the official British view (whatever that is!)?
I can see a number of presentational drawbacks with this proposal - both from Christine's and our own points of view. But I would be very grateful if you could let me know if, in principle at least, it would be feasible.
