Thank you for your letter of 3 February. My initial distressed, was slightly mollified by the Foreign Secretary's statement that the issue of human rights, and in particular the application of the International Covenant on Civil & Political Rights, had been "brought up" to the Chinese Foreign Minister last September in New York, and that the matter is "on the agenda.
It was not clear to me at the time whether that was the first occasion where this important issue was brought up, or whether it was the most recent occasion when it had been brought up. The third paragraph in your letter seems to indicate that it might not have been the first time. I am glad to hear that the IRO sub- group is currently exploring how China could assume the rights and obligations of the Covenant in repect of the SAR only.
If I
may, I would like to keep in-touch with you from time to time to check China's response if you are in a position to give any indication. On the next occasion, perhaps we can also discuss what Britain can do should China not be willing or able to assume the rights and obligations of the Covenant, although I hope they will have given positive signs by then.

Together with the Hong Kong Journalist Association, continuing to work on a sustained lobbying campaign for the freedom of expression here. Some kind of information legislation for Hong Kong would of course be helpful to us and I look forward to the FCO's continued support for such measures for Hong Kong.
