Translation of a letter from grassroot groups to the Governor of Hong Kong which complained about the Government failure in adhering to the ILO Reporting Guidelines in the respective review of ILO Conventions:

Re: Complaints on implementation and Reporting of ILO Conventions Nos. 102, 128 & 131 Date: Ocobter 16, 1992.
In regard to the Hong Kong Government Submission to ILO concerning the ILO Conventions No. 102, 128 and 131 in 1988, we would like to file the following complaints:
1. The Givernment Submission was inaccurate and incomplete regarding the following
accounts:
a. Did not explain the benefit levels of retirement protection (B4)
b. Did not state clearly which department was responsible for monitoring and
implementing the ILO Conventions (D2)
c. Did not explain the mechanism of reviewing the retirement benefits (C)
d. Did not explain clearly whether the employer and employee organizations were
invited to participate in the process of reviewing the ILO Conventions.
2. Teh Submission distorted the following facts:
a. The public was not told about the decision of the Government and the process of
reviewing the said ILO Conventions, and was not invited to participate in the review. But the Submission reported that "No observations... have been received from any organizations during the period under review." (Question IV).
b. From 1980 to 1987, over 200 citizen organizations, trade unions and professional bodies made public demand on the establishment of central provident fund and social insurance schemes for retirement protection. But the Submission did not mention any of this.
3. We demand public explanations from the Government on the review process: a. When was the review begun?
b. How was it reviewed?
c. Did the Government consult any citizen organizations publicly?
d. Why did the Submission fail to report the public demand and actions on the
establishment of a contributory social security scheme for retirement protection?
4. We demand public explanations from the Government in concrete terms for not
implementing ILO Conventions Nos. 102, 128 and 131 in Hong Kong.
(Note: Up to June 1, 1993, no reply in regard to this complaint has been received
by the Coaltion on ILO Conventions.)
