I understand our Economic Services Branch of the Government Secretariat is finalizing a proposal on Hong Kong- based licensing regime. This will probably be submitted shortly.

I confirm that before the regime is agreed, you will be fully consulted on any issue of licence. There are two such developments :-

AsiaSat 2

APSTAR 1

AsiaSat plans to launch AsiaSat-2 in Jan 1995 and has just submitted an application. Several missing details are being provided by AsiaSat. I would forward a copy of the submission to you as soon as the details are received. .

APT Satellite Company Limited plans to launch APSTAR 1 in June 1994. APT intends to register the satellite through China but the TT&C station will be located in Hong Kong. This proposal gives rise to some complication. I have raised the matter with TP 2 OF DTI (copy of correspondence is attached) A decision should be made on the way forward.
