We would be grateful for clarification as to why the new direct Does access arrangements are apparently not to apply to Hong Kong. this relate to concerns over transitional arrangements? Our international operator, Hong Kong Telecommunications International Ltd. (HKTI), is a wholly owned subsidiary of Hong Kong Telecom, in turn owned 58.4% by C&W. We are satisfied that our regulatory authority has both the will and the means to enforce the necessary controls over transmitting earth stations.

For your information, we are currently in the process of Liberalising our regulatory regime to allow companies and organisations to 'self provide' international circuits. interests of equity we would hope that were the new 'direct access' arrangements to be applied to HKTI they could also extend to all Hong Kong entities authorised by our regulatory body to access satellite capacity (although presumably BT would also need to authorise this formally on a case-by-case basis).
