SUMMARY

1.

Posts requested to advise whether host authorities are

willing and able to meet conditions required by INTELSAT which

would enable Cable & Wireless to access INTELSAT satellite

capacity directly.

DETAIL

2. Cable & Wireless (C&W) is the licensed network operator in a

number of Dependent Territories, and uses capacity on the

International Telecommunications Satellite Organisation's

(INTELSAT) system to meet domestic and international satellite

service requirements.

3. Hitherto C&W has had to lease this capacity through British

Telecom (BT), since only signatory investors in INTELSAT enjoy
