The team visited the Boeing facilities in Seattle from 16 to 18 March 1993. Representatives of the four Observer States participated in meetings with Boeing and Litton (the manufacturer of the inertial navigation system installed on KE 007). Information was provided on a number of technical issues relating to the aircraft, the operation of the aircraft, and the equipment on the aircraft.

Through the assistance of the Government of Canada, the Tokyo Air Traffic Control (ATC) tape and the tapes from the Soviet military command centres were read out at the facilities of the National Research Council of Canada in Ottawa on 31 March and 6, 14, 16 and 30 April 1993. Also, further analysis of some specific signals and sounds on the CVR tape was carried out in Canada.

Following the above-mentioned travels, the ICAO team continued its review and analysis of the voluminous data obtained, including checking and validating the various facts and evidence contained therein. The report was drafted and assembled from mid-April to late May 1993. The findings of the ICAO team and the supporting detailed technical material was explained to, and discussed with, representatives of the four Observer States at a meeting on 18 and 19 May 1993 in Montreal.

Following a proposal by the Republic of Korea regarding the necessity for a simulation of flight KE 007, such a simulation was conducted in the Korean Air facilities in Seoul, Republic of Korea, from 1 to 4 June 1993.

The Secretary General will inform the Council in due course of the financial implications of the completion of the investigation. In this regard, it has to be noted that the Governments of Canada, France, Japan, the Republic of Korea, the Russian Federation and the United States have made voluntary contributions in cash and/or in kind. It is expected that these contributions and those under consideration will cover the cost which remains within the limits mentioned in C-WP/9705.

ACTION BY THE COUNCIL

3.1

The Council is invited to consider the report on the completion of the fact-finding investigation of the destruction of Korean Air Lines flight KE 007.
