4. I suggest that the next-of-kin be given the documents as detailed in para 2 above under the cover of a letter including the following points:
i) The United Kingdom and Hong Kong welcome the
completion of the ICAO report on the KAL-007 tragedy, and fully support the resolution adopted by the Council of ICAO

The ICAO Council has not endorsed the conclusions and recommendations of the report: that judgement is for others to make
No decision has been made on any possible government to government compensation claim, but the fact remains that realistically it is extremely unlikely that liability will be admitted by any one party
5. I am sending you the papers and the original of this letter by hand with the Governor's party, who are leaving for Hong Kong tomorrow lunchtime. They should be with you early next week. If there is any problem, please let me know.
