instructed the Secretary General to:

request all parties involved in the fact-finding investigation relating to Korean Airlines Flight KAL 007 to co-operate fully with the Organization in turning over to ICAO, as soon as possible, all relevant materials, including the originals of the cockpit voice recorder (CVR) and digital flight data recorder (DFDR) tapes in accordance with the Council Resolution adopted on 13 December 1983; and
undertake the fact-finding investigation on an urgent basis, including the analysis of the originals of the CVR and DFDR tapes, and report back to the Council as soon as possible;

requested the Finance Committee to consider, as a matter of urgency, ways and means to cover the cost of the above-mentioned fact-finding investigation; and
appealed to all Contracting States which have not yet done so to ratify, as soon as possible, the Protocol incorporating Article 3 bis into the Chicago Convention.

The Representative of the Russian Federation wished to clarify that when talking about fully co-operating with the Organization in turning over to ICAO all relevant materials, his Government kept in mind the procedure established by the four States concerned in their joint resolution which provided for their full participation in all aspects of the investigation.
22. The Chief Observer from the Republic of Korea expressed his Delegation's gratitude to the President and Members of the Council for having taken a decision by consensus for the completion of the investigation of the KAL 007 tragedy.
