1. We agree that the balance of advantage lies with forwarding the Route Schedule amendment and draft Specific Authorisation to the Chinese sooner rather than later.

2.

Since the Hong Kong/Netherlands ASA is already in force, and the amendment is straightforward, it will be useful in terms of future amendments to find out now how the Chinese will handle this one. As you, we hope that they will not take it as an opportunity to delay consideration of other ASA texts; but it is a risk worth taking, especially as you are being pressed by the Dutch.

3. It would be useful to have an estimate, if it is possible to make one, of the likely number of amendments you think you might have to put forward in this way.
