1. Following the MFA-led round of talks on the text of a separate Hong Kong/Japan ASA referred to in TUR; Hong Kong are keen to initiate parallel discussions with the MOT on the detailed arrangements for the exercise of traffic rights under that ASA.
2. We understand that the MOT representative at the ASA talks indicated that such discussions could be held directly with Hong Kong. We would therefore like you to approach the Japanese authorities seeking their agreement to holding separate Hong Kong talks in the near future. If agreed, Hong Kong will pursua the arrangements with you direct.
3. If MOT resile from the position they expressed at the last round and insist on taking the Hong Kong talks in conjunction with the UK, you can suggest that the UK delegation would be willing to stay on in Tokyo for Friday 10 December so that Hong Kong talks can start as soon as UK/Japan talks finish on 9 December and continue on 10 December. It is important that in conveying this message the Japanese should not be given the opportunity to withdraw their offer to continue talks with the UK on the Thursday (we believe that the third day or part of it - will be needed for those talks).

4. If the Japanese are not prepared to allow the two seats of talks to take place consecutively, you can suggest that separate talks involving the UK and Hong Kong should be set up quickly for either Hong Kong or Tokyo. If the Japanese agree, we and Hong Kong will provide you with possible dates.
