Ishikawa Prefecture's expectation of a Dragonair service to Komatsu this year amounts to little more than wishful thinking.

The then Secretary for Economic Services, Anson Chan, wrote on 12 March to Governor Nakanishi to explain that although Komatsu had been on our list at the November 1992 talks, the Japanese Government had agreed to only one point being selected and that was

Sendai.

Dragonair have been brought under considerable pressure by the Ishikawa authorities in recent months to switch from Sendai to Komatsu in what is becoming an increasingly bitter lobbying campaign for their services. However, they still intend to serve Sendai later this year and they plan to announce this in June. Against this background, understand that it would help Dragonair's PR if publication of the Exchange of Notes could be delayed until after their announcement. I assume that would not be a problem.
