HK/US ASA TALKS

We are to have talks with the US about Honk Kong separation from Bermuda 2 on 21 24 September. Hong Kong have sent us the attached draft Memorandum of Consultations and Exchange of Notes for our comments. The Round the World route has been ૐ contentious point throughout these talks, with Hong Kong saying they do not want a Round the World route in the separated agreement and the US arguing that it is a right they already have under Bermuda 2 and therefore do not wish to give it up.

I have not yet had an opportunity to consider the drafts and I am on leave next week. I would, however, be grateful for your views on the drafts in the meantime.
