1.

We confirm that there is no objection to HKG negotiating self standing air services arrangements with Laos and that the UK will terminate the 1973 Exchange of Letters upon the entry into operation of the Hong Kong/Laos arrangements. Should the Laos authorities seek confirmation of the UK's agreement to this course of action, then we are happy for Bangkok to give that assurance and ready to give HKG a Letter to that effect if necessary.

We note you will be sending a separate telegram in due course about negotiation of an ASA with Laos (and other quote new unquote partners).
