Item 14. Implementation programming
Under this agenda item the meeting will develop a detailed implementation programme for the facilities and services recommended under Agenda Items 2 to 13.
19.2
In some parts of the area to be considered by the meeting, implementation of facilities and services listed in the current plans has not reached a satisfactory level, which may in some cases be attributable to unrealistic planning. Early actions to remedy this situation are required.
19.3
The implementation of the ILS/MLS transition plan also needs to be considered in detail, as far as applicable.
19.4
It is considered that States, prior to the meeting should document realistic proposals and/or information pertaining to the implementation of air navigation facilities and services. These issues can then be discussed at the meeting, and co-ordinated with proposals and information from neighbouring States affected. Such discussions can also include problems inhibiting implementation and overall plans developed to alleviate the problem. Availability of all resources, co-operation between States, required manpower, equipment and funding need to be discussed and States should be urged to ensure that their delegations come to the meeting well equipped for such discussions and decision-making. available information within ICAO regarding ongoing and proposed technical co-operation projects will be presented to the meeting. The co-operation of the United Nations Development Programme (UNDP), the World Bank, the Asian Development Bank (ADB) and other funding institutions should be sought for assistance. problems of foreign exchange to purchase equipment and spare parts, as well as the lack of qualified and experienced personnel should also be discussed.

With regard to the consideration of future planning processes and machinery in the ASIA/PAC Regions the Council has established Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) as a permanent Group for monitoring on a continuing basis all elements of the regional plan, suggesting amendment(s) thereto and, whenever necessary, identifying difficulties
