HKG are also concerned about Indian queries raised by Kanungo with Cathay Pacific (Michael Bluck) relating to the ownership/registration of Hong Kong carriers authorised under the separated ASA. This issue has already been discussed with the Indians, as evidenced by paragraph 8 of the Confidential Memorandum of Understanding (CMU) signed on 15 December 1989 and appendix 3 to the CMU answering the Indian doubts. Grateful if you would remind the Indians of this. As a defensive point you might note that an early meeting with HKG would provide an opportunity to clarify any possible doubts or queries arising from the initialled ASA text; but HKG do not (not) wish to allow the Indian side to reopen the ASA negotiations as this would cause serious difficulties, including with the Chinese.
