In the event, as you will recall, no deal was reached on trunk routes. We therefore propose to send FTC the original UK version of the Exchange of Notes. Before doing so, however, would be grateful if you could sound out the FTC (who may not appreciate the position as those involved in the original correspondence have since moved on) to see if this is what they are expecting to receive and, if not, explain the background to them before we send the draft.

A submission conferring full powers on the Governor, Hong Kong to sign the Hong Kong/Australia Agreement is currently the Foreign Secretary.
