UK/PHILIPPINES TRUNK ROUTE

The UK would be pleased to resume trunk route talks with the Philippines. In view of the Long delay. since the last round and the need to see others in the region, we would be prepared to come to Manila. BA will be meeting with PAL on 5/6 February but diary pressures mean that governmental talks could not be held until March. We suggest the week commencing 15 March (which would allow us to arrange another set of talks in the region either the week before or the week after - see points for Bangkok below).
2. In trunk route terms the UK would be seeking to continue toy take forward its long term aim of liberalising the Philippine arrangements with respect to tariffs, routeing and capacity, but in the short term will be seeking to make the current temporary Hong Kong-Manila rights permanent.

Subject to Hong Kong's views, it would not (not) be our intention to take ASA separation forward at this round; even had the necessary assurances been forthcoming from the Philippines. authorities by then about their approach to that exercise. consider that, for tactical and logistical reasons, ASA separation is a subject best left apart from trunk route discussions. To that end, talks have previously been held at working group level, directly between Hong Kong and Philippines. officials. We intend that practice to continue..
