Accordingly, I propose

that the arrangements set

in paragraphs 3 to 7 of the said draft Hong

Kong/Thailand Confidential Memorandum of Understanding should be applied provisionally with immediate effect under

the UK/Thailand Air Services Agreement until the date of

entry into force of the Air Services Agreement between

Thailand and Hong Kong, and that these arrangements should
