At Our meeting on 7 July, we agreed that it would be useful for me to summarize the points that had been discussed. These are therefore set out below.

ASAS to

We noted progress in the Air Services Agreement (ASA) separation programme, with seven (soon to be eight) signed, and a further six texts negotiated in addition the draft Hong Kong/Thailand ASA that we had tentatively agreed in December 1990. That left four partners with whom our negotiations were at various stages. For your further information, I enclose a detailed summary of the present position.

I explained that we remained anxious not to allow further time to elapse before we handed the draft Hong Kong/Thailand ASA text to the Chinese side in the Sino-British Joint Liaison Group (JLG). At the present

of progress, ASAS were taking two to three years to be cleared. As 1997 approached and the volume of work in the
