intention for Hong Kong to follow this pattern with the Koreans as part of the ASA separation process. The CMU would remain confidential in the usual way and would not be shown to the Chinese.

Upon completion of the separation process, Hong Kong would be removed from the scope of the UK/ROK ASA by an Exchange of Notes between the UK and the ROK. Any existing arrangements for services on the regional route would also be superseded.

I appreciate that, of necessity, these instructions guidelines are somewhat complex. Because of this, other Posts involved in the exercise have found it useful to be accompanied by a Hong Kong Government official when making contact with the respective bilateral partner on ASA separation. The Hong Kong Government official can lend any support which the Post may need and will, of course, provide answers to any related questions outside the scope of the defensive brief. Thomas Yiu of Hong Kong Government's Economic Services Branch will be available to travel to Seoul for this purpose in the period from 27 to 29 January. I should be grateful if you would bear this in mind when arranging your call.
