We understand from Hong Kong that the February round of consultations envisaged in para 2 of second TUR may not now take place because of forthcoming personnel changes in the MFA. Given that the MFA will be leading in any ASA separation talks, we believe that we should use the intervening time to deliver a formal proposal on ASA separation to the MFA. This is our normal procedure in such cases. Although the ASA separation process has been explained in some detail to MOT officials in the course of recent air services consultations, we think it would be as well for you to call on them, separately or together with the MFA.

DOT are faxing you a speaking note for use in the demarche under cover of a letter from Glass to Long worth (the relevant background material was sent on 8 December). Because ASA separation is a complex technical exercise unique to the Hong Kong situation, other Posts have in the past found it useful to be accompanied by a Hong Kong government official. We understand that YIU (Air Services Negotiations Unit, Economic Services Branch) WOULD be free to attend for this purpose in the period 27-29 January.
