We confirm we are content with the strategy outlined by Hong Kong in second TUR, and that you may draw on second TUR in speaking to Prince Chakkrapong.
2. Subject to anything further Hong Kong may wish to add, you might in particular ensure that Prince Chakkrapong understands the reason why at this stage we and Hong Kong prefer an intergovernmental arrangement over a full Air Services Agreement (Hong Kong telno 19 of 6 January and our telno 23 of 12 January refer). You might also usefully emphasise to Prince Chakkrapong the need for the interim arrangements, ie the exchange of letter and temporary operating permits, to be reciprocal.
