SUMMARY

1.

Action taken. Germans urgently considering our request.

We took action with the geographical department in the MFA and followed up with the Transport Ministry. The Germans are sympathetic to our situation and are urgently considering, but have not yet decided, whether to approach the Chinese.

3. The Federal Transport Ministry were well aware of the political background, and have had talks with the Chinese on aviation questions, but not recently. Their initial reaction was that a clarification as suggested in TUR would be difficult, but they did not reject the idea out of hand. They suggested that Hong Kong might discuss further with the German Consulate there to explore how best to take the idea forward.
