GRANTING OF

1. I attach a copy of a letter I have received from the Department of Transport about a request from Hong Kong for general permission to negotiate air service arrangements with new countries without having to seek DoT permission on a case-by-case basis.

2.

We too can see no problem with granting this request subject to Hong Kong keeping us informed of progress and not absolving thmselves from the requirement to seek the Secretary of State's authorisation to sign new ASAs.

3. As requested in the letter, I would be grateful for your comments before seeking Legal Advisers views.
