1. We are sending by fax to HKD and Peking a draft speaking note informing the Chinese of our intention to negotiate new ASAS with Vietnam, Cambodia and Mauritius in the near future. The note also contains a proposal to authorise the negotiation of further new ASAS over the next two years for the primary purpose of securing overflying and transit rights for Hong Kong airlines, especially with the States of the FSU.
