TUR indiactes Hong Kong are able to meet the dates proposed for PRC talks in FCO Telno 977. Grateful if you would now proceed to offer alternative dates to the Chinese authorities. The reasons for the change are set out in paragraph 2 of FCO TUR. Given the shortage of time and considering that only the dates and not the substance of the talks are being changed, DoT do not propose to write again to Lu Ruiling on this but please advise if you think a letter is necessary.

For completeness, the preferred dates are 21 to 23 February inclusive with 31 January to 2 February inclusive as fallback.

3. Grateful for any assistance you can give to achieving an early answer on these dates so that DoT can programme other talks around them.
