As you are aware, the Uzbecks are keen to commence negotiations with Hong Kong on air services agreement. Through their representative in the UK, Mr N M Savage of F.G.C. Associates in Surrey, the Uzbekistan authorities proposed to meet with us before February 1994 to discuss possible air links between Hong Kong and Tashkent. Bearing in mind our long-term interest of securing hong Kong airlines' overflying rights beyond 1997 (such rights are already secured before 1997 under the UK/Uzbekistan ASA initialled in September 1992), we agreed to meet the Uzbekistan delegation for discussions on an informal and preliminary basis before mid-January 1994. We have nevertheless emphasised Hong Kong's policy that the establishment of any scheduled air services between Hong Kong and Uzbekistan must be justified by end-to-end market demand.

2. As far as we know, the visiting delegation would consist of the following people:
