Introduction

LOCALISATION OF UNITED KINGDOM ENACTMENTS

Tokyo Convention

This paper has been prepared as a basis for consultation

in accordance with the three principles for consultation agreed at

the eighth meeting of the Sino-British Joint Liaison Group, on the

way in which the British side intends to localise certain provisions

in United Kingdom enactments which apply to Hong Kong. The

enactments covered by this paper concern the Convention on offences

and certain other Acts Committed on board Aircraft (usually referred

to as "the Tokyo Convention").

Background

The United Kingdom signed the Convention on offences and

certain other Acts Committed on board Aircraft ("the Convention") on

14 September 1963 and ratified it on 29 November 1968. In order to

be able to ratify the Convention the United Kingdom enacted the

Tokyo Convention Act 1967 ("the 1967 Act") which, in respect of the

United Kingdom

(a) applied British criminal law to acts or omissions on board

British-controlled aircraft and made ancillary provisions;
