LOCALISATION OF LAWS: AVIATION SECURITY

attached

1. I enclose five consultation papers prepared by HKG dealing with aviation security legislation: specifically hijacking, taking of hostages, internationally protected persons, protection of aircraft and the Tokyo Convention.

2. I would be grateful for any comments you may have on the five papers. The only thing that struck me was that para 6 of the paper on hijacking might be made a bit clearer.
