We discussed this matter earlier; as I explained, I can see no practical benefits arising for the Hong Kong SAR which would make it desirable for the Agreement to apply to the HKSAR after 1997. The Agreement will not continue to apply to Hong Kong ships unless it is discussed in the IRO Sub-Group and the PRC agrees that the Agreement will continue to apply to Hong Kong after 1997. The PRC would then have to become a party to the NAIP Agreement and the Agreement would then apply to ships on the register of the HKSAR by virtue of Article 2.
