1. In light of our experience in dealing with the Peking authorities on this subject over past months, we judged that it would be best to make our points in writing. We accordingly wrote to Chen Zengqing (Director, Office of State Council Nuclear Steering Committee) on 2 November, incorporating the points in second TUR. Copies of English and Chinese texts follow by fax to HKD and Hong Kong.

So far we have received no reaction from Chen or his colleagues.
