GUANGDONG NUCLEAR POWER STATION AT DAYA BAY

We spoke briefly this afternoon. Francis Cornish raised the question of an on-site agreement on reporting arrangements for incidents at Daya Bay when we called on Mr Zan Yun Long (General Manager of the GMP JVC, and incidentally also a deputy minister in the China National Nuclear Corporation) yesterday. Mr Peter Chow, first Deputy General Manager was present. Francis said that the two Governments were discussing this elsewhere. He simply wanted to explain the background: concerns were to achieve a position where firstly it could respond promptly and effectively to an emergency and secondly it could act immediately to dispel unfounded rumours. We also discussed the matter briefly with Dr Jacque Pretti, senior nuclear technical adviser on secondment to Hong Kong Nuclear Investment Company from Eletricité de France.

Mr Zan made a number of points. He opened by saying that the Chinese had agreed to conform fully with international obligations regarding off-site incidents and that he personally was happy agreement had been reached. On-site incidents fell into a completely different category. Firstly, China was under no obligation to report incidents which did not endanger the public at large. This conformed with international practise and was very much the procedure which, for example, France followed regarding on-site incidents at its 34 nuclear stations (Dr Fretti added that there was no question of France notifying its own public or its near neighbours, including the UK, of · on-site incidents at any of its nuclear stations although of course it would do so immediately were there thought to be even
