1. I am sorry that it has not been possible to arrange an appointment to discuss the question of safety co-operation between the Hong Kong Government and the relevant Chinese authorities regarding the Daya Bay project.

Despite repeated contacts between the Hong Kong and Guangdong authorities and between this Embassy and both the Ministry of Foreign Affairs and the Director of the Office of the State Council's Nuclear Steering Group, matters remain deadlocked. We do not see how progress can be made without an early meeting between the Guangdong and Hong Kong authorities; the Hong Kong authorities are willing to make constructive proposals at such a meeting.
3. I am concerned that some of the authorities directly concerned on the Chinese side may still not fully appreciate how sensitive this question is for Hong Kong opinion and thus what a difficult position we shall all be in if it is not possible soon to announce that satisfactory liaison and co-operation arrangements have been agreed. This would be particularly unfortunate given the great efforts which have been made by the two sides' experts and other officials over past months. So I very much hope that it will be possible for your office tv take a cluse interest in this question and to do whatever you can to facilitate an early solution.
