Dear Mr Wu,
Thank you for your letter of 26 August 1993. I am grateful for your agraement that it would now be useful for the two sides to meet. I suggest that the delegation meeting be held in Hong Kong on 16 and 17 September.
I agree that the question of confidentiality is important. I hope that we can resolve our differences at the coming meeting. To enable us to consider the issue, we would like to establish clearly what types of information which you might wish to classify as confidential. we also need to have an overall picture of the arrangements for the information to be exchanged, covering both on-site and off-site situations. After clarifying these points at the meeting, we hope it will be possible to formulate arrangements which will be acceptable to both sides.
I would still prefer to see the two expert groups meet after the delegation meeting, to continue the detailed discussion on on-site and any other outstanding issues; but I am prepared to agree that we can discuss this question at the delegation meeting.
I look forward to your early confirmation that our proposed meeting can take place on 16 and 17 September.
