We have been contacted by the Political Adviser's Office in Hong Kong about the above event. As you will know, Hong Kong Government are negotiating an agreement with the authorities of Guangdong Province which will provide for the exchange of essential information in the event of an on-site or off-site accident at Daya Bay. Progress towards an agreement has been slow because of arguments about the exchange of confidential information. There is a lot of public pressure in Hong Kong to sew up a satisfactory agreement before Daya Bay comes fully on line.

Hong Kong have asked us to register with you that they will be grateful for consultation before any decision is made about Ministerial attendance at the official opening of the plant. They will certainly have views on the timing and nature of any announcement, and will want to co-ordinate press lines with London.

3. BTC are being kept in the picture by the Political Adviser's Office. If you would like any more detail about the negotiations, please let me know.
