1. We were pleased to see that progress was made in the talks with Guangdong reported in second TUR. We would be grateful if Peking would now see Chen Zeng Qing as in paragraph 2 of second TUR.

We are also content for you to follow up in Vienna. In doing so you will want to take account of the progress made. Subject to Hong Kong's views, we think that you should bring your Chinese counterpart up to date on the meetings in Hong Kong and say that

are grateful for the steps already agreed and that we want to see the outstanding points cleared up at the April meeting, particularly the question of on-site incidents. For the reasons given in third TUR, we believe that if your approach is to have an effect it would best be done before Easter. Since we shall now be pursuing a more cooperative tone, we hope that we need not delay it until after the dust has settled from the North Korean issue.

3. We leave it to your judgement as to whether these points would be made most effectively to your Chinese counterpart direct or via the Director-General.
