Agreement of the People's Republic of China State Government, the Guangdong authorities and the Daya Bay Nuclear Power Station operator to accept liability and responsibility for all of the consequences arising from any incident including the payment of damages to individuals and organisations in Hong Kong that are adversely affected in any way. The European Economic Community's Paris Convention on Civil Liability provides a useful reference in this regard;

Joint testing of contingency plans, including drills and exercises and testing of communication links;

Ongoing liaison to ensure plans are kept up to date, compatible and coordinated; and

Cooperation in training, including exchanges of personnel and periodic attachment of Hong Kong Government engineers to the Daya Bay Nuclear Power Station to familiarise themselves with and cain understanding of the power station's operations and safety systems.
