You are aware that we are developing an of contingency plan for use in the unlikely event of an accident at the Daya Bay nuclear power station. Similarly we know that you aro developing your own on site and off site contingency plans for the same purpose.

We welcomed the presence of the four visitors from the Guangdong Nuclear Power Joint Venture Company and Guangdong Environmental Protection Bureau who observed the operation of our Royal Observatory during the exercise which we conducted on 22/23 November 1990 to test our first draft of the plan. Since then, the Guangdong Environmental Protection Bureau and our Royal Observatory have remained in contact. Also the Royal Observatory is now working together with the Zhejiang Provincial Environmental Radioactivity Monitoring Centre and Qinshan Nuclear Power Station Environmental Monitoring Centre on an Anter laboratory comparison on environmental radiation noasuzement which will be carried out from March to June 1992. We would like this cooperation between Hong Kong and Guangdong to continue and increase on a broader front to ensure that our plan is both comprehensive and compatible with those of the Guangdong authorities.

The public are already concerned and will continue to express concern over the potential danger posed by Daya Bay Nuclear Power Plant.

It is in the interests of the PRC, Guangdong, Hong Kong and the power companies that the public can be reassured of their safety by the existence of good co-operation between these parties and compatible, coordinated, effective contingency plans for dealing with any accidents, if they occur.

In order to meet this objective we consider that it is ecuantial that we have a comprehensive bilateral agreement euvering how we will deal with any such accidents. we have set dova ili paragraph 7 below a list of key points which we would like co use collectively as the starting principles for detailed liaison and co-operation on drawing up such an agreement and finalising our contingency plan. Since the plant is due to be commissioned in October 1993 and since our contingency plan must be revested and fully in place prior to that, early execution and implementation of this agreement is now necessary.

We have been wanting to commence cross border discussions between those involved in contingency planning on both sides at the earliest juncture. Therefore we welcome this opportunity to meet with you.
